| BACKGROUND
OF THE NSWMA
The National Solid Waste
Management Authority (NSWMA) was established under the National Solid
Waste Management Act 2001 as a statutory body, to manage the collection,
treatment and disposal of solid waste islandwide. The Authority is
governed by a Board of Directors appointed by the Ministry of Local
Government and Environment.
ORGANISATIONAL
STRUCTURE
The day to day operations
of the Authority is managed by a team headed by an Executive Director.
GUIDING
PRINCIPLE - "THE POLLUTTER PAYS"
The guiding principle under
which the new Solid Waste Management System operates is "the
polluter pays." This principle highlights the fact that there
is a cost associated with the collection, transportation and disposal
of waste. If this truth is understood fully by everyone who produces
solid waste there should ultimately be reduction in the amount of
solid waste produced.
RESPONSIBILITIES
OF THE NSWMA
The NSWMA is responsible
for the following:
- Establishing the standards
and criteria that must be attained by operators in the solid waste
sector.
- Licensing of solid waste
companies, collection vehicles and disposal site operators.
- Contracting solid waste
collectors for municipal garbage collection.
- Establishing collection
zones in collaboration with the Parish Councils, the Kingston and
St. Andrew Corporation (KSAC) and the Town Planning Authority.
- Establishing tipping
fees structures and rates for industrial and large commercial entities
disposing of waste at the approved disposal sites, and
- Operating solid waste
disposal sites in the medium term while preparing them for divestment
to the private sector.

Riverton Waste Disposal
Site is located in the South Eastern Corner of the Parish of St. Catherine
- The site is approximately 119 hectares
- Riverton receives the largest amount
of waste; approximately 60%.
Riverton Developments
The Development
work at the Riverton Waste Disposal Site includes:
- Development of new operational procedures.
- Review of the existing collection
system for the Riverton Wasteshed.
- Preparation of Environmental Impact
Assessment report for the disposal site.
- Development of long-term environmental
monitoring programme for the site.
- Purchase of landfill equipment.
